It is afghani popular palo. it is rice cooked with sliced carrots, sliced orange peels (removing the white parts), raisins,almound, and ather stuff.
That looks lovely Gulnabi, I've had a dish similar to this with pistachio nuts and almonds that my Iranian friend made.
